With my Quest 1 I can run it with every gfx setting maxed out and still get the max 72fps. With my G2 I had to lower the settings considerably. MSAA is the biggest fps killer, I set that to CMAA. WebMaybe try the medium preset. And turn off AA, supersampling takes care of that. In fact AA may be your main problem, if you have MSAA enabled. One thing to note: 50% SteamVR resolution is about 2200x2200 per eye, still way higher than the Vive.
